"Winter Rally" debiutavo 2007-ųjų metų žiemą, tokiu būdu atvertęs naują Lietuvos ir Latvijos ralio čempionlankių oro sąlygų – nelauktai šiltos žiemos ralio organizatorius – UAB „Pitlaneatų puslapį ir davęs startą abiejų šalių sezonams. Ralis anksčiau buvo žinomas Visagino ralio vardu, kadangi vykdavo šio miesto regione. Jau debiutiniais metais „Winter Rally“ pritraukė gausybę dalyvių bei žiūrovų ir tais metais iš karto pelnė geriausiai organizuoto ralio Lietuvoje vardą.
2008-aisiais dėl labai nepa“ nusprendė atšaukti etapą, o 2009-ųjų metų sausio pabaigoje „Winter Rally“ persikėlė į Utenos apylinkes, taip pasiūlydamas čempionate dar nematytų ar žiemos sąlygomis dar lenktynininkų neišbandytų trasų.
2010 metais ralis trečiąsyk taps bendru Lietuvos-Latvijos etapu ir tęs tradiciją vykti Utenos regione.

„Winter Rally“ made its debut in the winter of year 2007 and gave a start to both: Lithuanian and Latvian rally championships. Earlier this event was known by name – “Visaginas rally”, because it took place in the region of Visaginas town. On its debut year “Winter Rally” soon attracted a lot of crews and spectators and even was the best organized rally in Lithuanian rally season.
In 2008 rally organizer – UAB “Pitlane” decided to cancel the event due to negative weather conditions – unusually warm winter. Although in the end of January, year 2009, “Winter Rally” moved to the district of Utena and offered new special stages, which were never seen before on a championship or never driven in winter conditions.
In 2010 the rally will become a common Lithuanian-Latvian event for the third time and continue to take place in the region of Utena.
